Until Jack dies, they state would have no stake in forcing child support without his urging. Of course, after he dies, they should have looked for her, but they could either have failed or just not bothered.

Children don't have any rights to child support money (it's technically the primary caregiver's money) - it would have been on Jack to file a motion and get a court order. Unless Jack went on welfare, the state would not try to get money from Matt's mom after Jack died. They consider child support for poor families a "replacement" for welfare, which is why they take "dead beat" parents so seriously and will put poor people in civil confinement indefinitely until they are "able" to pay the child support.

I don't know how it works with (church-run?) orphanages, but if Matt had been placed in temporary foster care while the government searched for his mom they could charge her for reimbursement for the funds they used for the foster care.

Matt's mom's parental rights could have been terminated either because she was found unfit (before she exited his life) or because the state could not find her after Jack died, and terminated her rights for abandonment. HOWEVER, if orphanage based care is like temporary foster care, then it's possible her rights were not terminated as parental rights do not need to be terminated for children to be put in foster care. Matt was never adopted (that I know of) so it was never NECESSARY for the state to terminated parental rights.

Now that I've blathered on forever, I could see this prompt working with Matt being really upset after his mom leaves and freaking out and saying he's going to sue her, but Foggy being like you can't, you need to calm down and remember that her rights were terminated, etc.
