OP: I've been having a hard time googling this one. But like... where do tracking chips go when they are injected? Is it just right under the skin, or like in the muscle? Does it depend?

If they're embedded too deeply in the body then a chip couldn't broadcast. Too much interference from muscle, blood, bone, and the body's own electrical currents. Chips would have to be subcutaneous (like the tracking chip in Casino Royale.) Once it was located it would be easy to extract.
