I think there's definitely enough there that if they actually decided to ante up and make Foggy queer, it wouldn't be coming out of nowhere--but I'm really burned out on queerbaiting from other shows (okay, mostly from Supernatural), so while I headcanon him as bi/pansexual, I'm not holding my breath for the show to actually go there.
That said, if they DID, I would totally leap from the couch and do a happy dance.
