I don't ship them, but I've enjoyed some fic with the ship. It doesn't have to be a crack ship or some sort of Machiavellian plot by Foggy fans and Matt/Foggy shippers. The fluffy teddy bear with the stone cold killer is just an interesting dynamic.
'Crack ship' refers to any ship that does not have Canon back up. At least, that's how I've always used the term. I don't think there's anything wrong with crack shipping.
I think "crack ships" are supposed to be so out there that they are not only not supported by canon, you'd have to be high on crack to think of them. For instance, if Laurie had married Jo, it would be non-canonical but not necessarily cracky. If Laurie had married Hannah Mullet, that would probably be cracky.
Note that a.) pairings we might consider crack do occur and are happy together in real life, and b.) the challenge in crack pairings is usually making us consider something originally deserving a spit-take as actually belonging in category a.
