I'm thinking it happened in real time. Before Jessica was captured it was eighteen months ago. She was gone for eight months. When Daredevil started (let's say March) that would have been right when Jessica just got out from under Kilgrave's thumb. Since then she's been in and out of therapy and has set up a PI Business successful enough to pay for her rent and living expenses. Based on all of this and her conviction that she is no longer a hero and just wants to keep to herself, it makes sense that she dgaf about anything crazy happening in the kitchen that she hasn't been hired to investigate. Truthfully, I imagine that for many people in the Kitchen, Fisk's arrest was just another lousy rich politician getting what he deserved. Satisfying and newsworthy for a while, but not unexpected.

The hero hunters have no reason to suspect that Matt has superpowers if they even have a clear grasp on who he is. Matt works mainly at night and besides being super good at martial arts and gymnastics he doesn't demonstrate any powers. He still bleeds if you stab him, he has no lazer eyes, and he's not super strong. Meanwhile Jessica can stop a moving car by standing in front of it and threatened a guy with her 'lazer eyes.' She does this without wearing a mask and not bothering to lower her voice or hide. Jessica and Luke themselves also have no reason to think Matt is like them.
