Am I interpreting this wrong, or was it Stick who sent Elektra to Matt again (as in, when she showed up in his apartment)?

Like, the whole thing stinks of her being re-sent to corrupt Matt and get him to drop his friends and his love of the law so he'd be amendable to helping Stick in the ~war~
