I am not going to count wank, or discussions that are waaaaay OT and about whether there should be discussions at all (or other technicalities like that), as being points-earning, first off.
And if it's less than a paragraph, does not contain prose or dialogue and it's clearly idea sharing and not actually attempting a proper fill, then I will not count it as a mini-fill either.
However, if people start batting around small sections and basically round robin a fill that's over 1000 words, at that point I'll consider it filled.
Also, let it be known that the challenge filler has absolutely ZERO obligation to fill it as specified by all the commenters. They can take advice certainly and use that as inspiration, but they don't have to.
That being said, I do hope that nobody's that shy about creating a fill for a prompt and disqualifying it from nomination. That's also encouraged, because the idea is that we want to fill them anyway eventually! And remember that prose or dialogue mini-fills (when not adding up to more than 1000 words) actually earn 3 points on the prompt! So please nobody gang up on someone who fills a prompt early and disqualifies it or mini-fillers either. If the worst thing that happens is that your prompt misses out on having a fill created for it because it gets a fill, it's still win-win!
