Regular rain actually makes it easier for him to feel his surroundings. See the Daredevil movie. Its been used similarly in the comics, as well.

Wind is noisy to Matt. Just one more thing he has to ignore. Also it makes havoc with scent.

I don't recall anything specific about heat--though if ambient temperature is hot as a human body wouldn't that obscure his vision?

He did once have issues in adapting to a new environment because it was so different, in comic canon, when he took a plane to Las Vegas.
