c) a little of both.

My interpretation is that he's used to using his blindness and people's sympathies for it as a way of getting them to open up, so it was manipulative, but at the same time I don't think he was lying about wanting to be able to see again, if only for a moment.

I agree. I also think he took his glasses off in that scene to accent his vulnerability. :) He's a tricksy little duck.

Yeah Foggy rolls his eyes at Matt a lot so I took this to be his intention as well.
