Maybe use the 2004 Dr Octopus as the 'If you reach this, you've gone way too far'.
There's the 'subconscious/base instinct' route, where they can act on their own if he's not controlling them, but not directly oppose his higher brain. The fine details of how horny/persistent/etc they are is up to you, but they will stop at whatever point you deem too dubious.

op here: i just had to google what happened in the 2004 movie because the last time i saw it was when i was a child, forgive me. but uh, Yikes. yeah, it's not going to go that far.

Ngl, Doc Oc scared the shit out of me. Like did I just see a guy get recruited into a murder-tentacle cult?

Back to Matt's tentacles. If he's gonna do someone else like they're a fisherman's wife, I guess just keep in mind that they are part of Matt's body and theres a weird consent dynamic.
People who are dtf the tentacles should really ask for Matt's consent before doing anything (even if the tentacles made the first move).

Really, though, it's your tentacle story and your tentacle rules
This is just my opinion on what would cross into dubious consentacles
