You're right, he could just show them off to his associates, but I do like the political Fisk plot so 👀
He makes Matt his viceMayor for political reasons (look, I have Matt Murdock's support!) on the assumption that the viceMayor holds no actual power and doesn't even replace the Mayor in emergencies, that would be Fisk's assistant (Wesley). Except that when the emergency does come up (the Hand attacks and Fisk is sent to the OR with a few arrows in him), it also comes out that the previous Mayor changed the law so that the viceMayor substitutes the Mayor. Wesley is pissed. Matt becomes Mayor for five minutes. (A little more than that xD)
