From Matt's side...Matt probably had a lot of lessons in life concerning the difference between what one wants or has a physical reaction to versus what one chooses, particularly when it comes to desire.
He probably knew that Foggy was attracted to men, was even attracted to him, but if Foggy pointedly didn’t date guys in all the time they’ve known each other? Well, then maybe it was better to not push that boundary. Maybe it was better to stick with the status quo, since the chances for more, something real, seemed slim at best.
And then Foggy starts dating (dating!) a string of guys and going to gay bars. Matt is rattled and a little indignant and maybe a little nervous? Because this is new territory, here, and Foggy hasn't actually brought any of this up yet. Is Foggy just looking for a fling?
(He’s not. He’s looking for Mr. Right, and once that's revealed Matt maybe panics a little. Foggy's actively on the prowl and if his luck with guys is better than his luck with girls then Matt's window of opportunity is going to close real fast.)
