Removing the SIM card alone won't make the phone untrackable, but removing the SIM and reseting the phone to factory will (unless you'd added an anti-theft app that specifically addresses that eventuality).

If a thief wanted to access your pics AND make your phone untraceable, they'd have to download them or forward them before reseting the phone.
