It seems to me, from the end of 1x08, that Fisk rather enjoys being told what to do. So, domination play with him and Matt! Matt somehow finds out that Fisk likes being told what to do, and starts to awkwardly use it to his advantage. Sort of parceling out what Fisk needs, to be dominated and commanded and looked after, in return for a better city with less criminal methods used.

Of course, Before either of them know it they're in far too deep to get out. ;)
