My first thought that it's hard to imagine Foggy resenting anybody but then deaf!Foggy would have also had his fair share of 'poor disabled guy' experiences so he'd be all 'oh come on'
Matt on the other hand...hm...I can actually imagine him being somewhat awkward around other disabled people plus he's not the most outgoing and easy friend-making person in general so it would definitely take longer for them to hit off
