Ben used to run the radio station. His successor was supposed to be Karen, but she turned it down. She wanted to get out there, to talk to the settlers, to make shit difficult for the raiders. She wanted to be active.

So the radio station fell to Foggy while Karen went out there, becoming the post-apocalypse version of an investigative reporter.

Foggy likes his life, though, even his weird rapport with the Devil.
