And when you eliminate the possibility of complying with the law, Matt's right, he can't risk Foggy by doing anything but running. And he's right about how horrible the whole registration thing is in this world.
But at the same time you can see just how done Foggy is with enabling Matt, letting him get away with making decisions that affect both of them without giving Foggy any input, or even letting him know that there's a decision to be made sometimes.
