That was the reason I couldn't write a happy ending, I couldn't get to a place where Foggy could forgive Matt (or should)

In Matt's defense, not that he should have one in this fic, but he honestly never intended anything to happen with Frank. Not the first time or anytime after that. He was always stopping.
