[Gen] or Foggy (/Any)-Foggy's apartment is a safehouse
....For HYDRA agents.What a twist.
So Former Agent Foggy has kept contact with his HTDRA family over the years,after the events of CA:TW,he lets them crash at his place while they hide from S.H.I.E.L.D,it's a minor inconvenience, but he manages.
Whatever happens beyond that is up to the filler.
