Matts fingers are super sensitive, he could almost certainly feel the Braille through the file folder without actively checking for it.
Also I figure he brought the file over so he'd have an excuse to check up on foggy XD because it's from foggy's perspective I guess it wasn't very clear. Apologies, when I edit I'll try to fix that.
