Somebody is really aggressively hitting on Foggy who has no idea how to deal with it because so far a polite 'no thanks' has always worked but this time it doesn't and neither do slightly less polite ways of saying no. In fact he has tried pretty much everything except shouting at the guy/woman to go away and he can't quite bring himself to do that.
