The thing is no one really understands the reason why Steve has a huge crush on Foggy. He's Captain America for god's sake. He could have anyone he wanted, yet he's pining away for this rumpled and rambly defense attorney, who wears terrible suits and tells bad puns.

What they don't understand, though, is that Foggy and Matt's relationship reminds him so much of his relationship with Bucky way back when and Bucky was/is one of the best men he's ever known. So is Foggy. Who could blame him for wanting a part of that for himself?

Please no past Bucky/Steve. Just Steve recognizing what a good man Foggy is and developing a big ol' crush.
