Matt says he likes hurting people and maybe that's true, but that doesn't mean he wants to dominate them. In fact, it's the opposite: all he wants is to give up all control and let someone else tell him what to do. Obedience is both restful and an incredible turn on for him, and being ordered to inflict pain means that he doesn't have to feel such intense guilt over his own sadistic desires.

I would love something sweet and with carefully negotiated consent, like Matt/Foggy where Foggy orders Matt to spank him, or some variation of Matt/Foggy/Karen/Claire/Brett, with dom characters ordering him to hurt masochistic sub characters, or whatever.

I'd also be super up for a darker take on this too, maybe an au where Matt somehow ended up as Fisk's loyal attack dog, or Matt and Wesley in a secret kinky relationship with Wesley ordering Matt to hurt him and they both feel dirty about it but it's what they both need, or something with Fisk/Wesley/Vanessa all topping Matt. In this case I'm totally OK with things being as unhealthy but consensual or as noncon as the author likes.
