He's wearing it in every scene. He's even wearing it in the various pictures people have taken with him on set for season 2 when he's in costume. Foggy's costume clearly includes:
- gold watch - leather bracelet - silly but not too silly tie (if wearing tie) - gold tie clip with "F" on it
