I wonder if it's just one of those things where the wardrobe was chosen simply because it looked good and we're not supposed to know how expensive it really is? I remember someone pricing John Watson's watch at something like $3000, which is ridiculous for someone like Kohn to own and doesn't fit with his character at all, but in reality was probably something Martin owned and just decided to wear.
Also, speaking as someone who is pretty poor, and debt-laden, sometimes even poor people need nice things? If they want to be lawyers, they have to look the part, so I could see either of them justifying buying a couple of very nice suits as being "investment pieces," and then cheating on things like the shirts or the shoes or the ties by buying cheap ones. (Headcanon that Foggy wears an expensive tie clip to distract people from the fact that he bought the ties from a consignment store)
