Just FYI person above, to clarify California isn't the only state where you can practice law if you were disbarred somewhere else.

The reason Matt practices there is because it's the only other state that he had already passed the bar in and was able to practice law in and he hadn't been disbarred there yet. There was a whole arc decades ago where he lived in California, which is why he could do that.

The idea being that in any other state he would actually have to apply to be a lawyer and pass the bar there, and they wouldn't let him if they found out he'd been disbarred somewhere else.

That's what I took away from the explanation given in the comics. It'd be pretty weird if California was just like "Hey, all disbarred lawyers come on down! We want you here!"
