In my honest bi opinion, he just seems like someone who would not be heterosexual. I ship him with Matt really hard but I wouldn't if there wasn't some fairly obvious (imo) attraction going on. Like I don't really think either comics Foggy or comics Matt is bisexual, they seem very brotherly to me and even though I'm like 'yeah that is a fun idea' I'm not like 'that is the gayest ever' .......at least most of the time, Waid's run was slightly questionable but that's neither here nor their lol
But in the show Foggy thinks Matt is attractive right away and then is super awkward about it afterwards 'GIRLS THIS WAS ABOUT G I R L S' and they just in general are way more touchy-feely and have a really special chemistry, especially from Foggy's end who sort of looks at Matt like he has seen the sun.
If show!Foggy dated another guy (which wouldn't happen but) I wouldn't really find it surprising.
