From an English perspective, and as a recent London-dweller (currently living in Manchester), I can answer a few of these:

Frankly, I'm not sure it's as firm as it is in the US, given the amount of places that don't have braille signs or ramps.

HOWEVER, the vast majority of ATMs that are attached to banks (rather than other shops) will have an audio jack, and they're being slowly rolled out across the country.
In a big city like London, I used to see a person with a noticeable visual impairment every couple of days or so, slightly less now I'm out of London. And yes, the white cane is well recognised.

Bigger public sector organisations, and all government (both central government and local government) should have trained front line employees on assisting customers with disabilities, but you can't guarantee it. Companies are a law unto themselves, but most of the bigger companies can be safely assumed to be decent at this training. (Please, if anyone has more experience, do correct me.)

Hate crime rates are hard to identify- I don't think they're broken down by impairment type as far as I know.

If hospitalised, Matt isn't registered as a vulnerable adult, so he'd be treated as any other adult, albeit with a little more support. Please note that he'd have to pay for any medical treatment, as he's not a UK resident, hopefully covered by travel insurance. Please also note that if practicing law over here (as part of a UK firm, not just on a US case), they would be known as solicitors (the term attorney fell out of use in mid-19th century then was abolished), and I'm fairly certain Matt and Foggy would effectively need to re-qualify through the Solicitors Regulation Authority. I've tried to find a quick answer to what that would entail, but no luck, so I'd appreciate anyone who has further knowledge!

I have a vivid memory of being about 10 and on holiday in Tenerife with family- my grandmother got me to try an olive, and when I didn't like it, handed me her red wine to wash it down with. Needless to say, this didn't help, and I'm fairly sure I just sat there spluttering until someone took pity on me and passed a glass of water!

But properly, I definitely had an alcopop or 2 with a friend's family at the age of about 15, first time having a full drink to myself. My parents were relatively chill about allowing the occasional drink with dinner (not spirits) when it wasn't a school night.
First time I got properly tipsy (I've never been very drunk) was during undergrad.

So I'm wondering since Hell's Kitchen was Irish and Mahoney is an Irish surname. What if Foggy didn't find any of Matt's Catholicism odd for a non Catholic because the Mahoney family kept the faith and practices of an Irish ancestor. Or whatever. Basically I'm just thinking Brett could be Irish descent like Matt and wonder how they would play into things of given further character development or thought for stories. P

Just because I'm curious about other people's headcanons, what do people headcanon that Matt or Foggy have their undergraduate degrees in?

There's not only no specific prerequisites for law school, but not all universities even offer a Pre-Law or Legal Studies major. In fact, those paths have actually been shown to be less attractive to law schools, with philosophy, economics and journalism degrees all actually resulting in higher admission rates.

I personally have a headcanon of Foggy as having gotten a minor in Women's Studies, but as far as majors go I'm not attached to any particular one. I suspect Matt would have been the one of the two of them to have gone the straight Legal Studies, Criminal Justice or Pre-Law route.

Also, while I personally assume that they met in undergrad and not law school, if you do believe that they met when they started law school, which universities do you believe they attended before? Did they both remain in New York City up to that point?

Says English major who was encouraged to go to law school (even though I don't want to) because a large part (I was given a quote of 50%) of them do. My brother (and actual lawyer) majored in political science.

I really like the idea of Matt having a degree in pure mathematics. I think he would really like the logic and how smart it made him feel and being able to do complex problems without calculators. Plus degrees in mathematics look good when applying for law school.

I think Foggy is either psychology or sociology.

I actually can't see either of them majoring in criminal justice for some reason.

When I think of criminal justice I usually think of my friends who went on to become police officers or worked at jails or dealt with troubled youth. Criminal justice is a more 'on the ground' type degree than I could see Matt or Foggy getting.
